Howard Leung has over 15 years of experience working in the academics and is currently an Associate Professor in the Department of Computer Science at City University of Hong Kong. His current research interests include 3D Human Motion Analysis and Retrieval, Intelligent Tools for Chinese Handwriting Education, and Web-Based Learning Technologies. He has received Best Paper Awards for his papers in a number of conferences including Sixth International Conference on Machine Learning and Cybernetics (ICMLC 2007), 31st Computer Graphics International (CGI 2014), 36th Computer Graphics International (CGI 2019). With the collaboration of the Hong Kong Polytechnic University, he has developed a new assessment tool for the Hong Kong Examination Assessment Authority to determine the extra time allowance to be given in public examinations for candidates with physical disabilities.

Howard has assumed a number of administrative duties in his university. For the Department of Computer Science, he is the Major leader of the Bachelor of Science in Computer Science programme since 2023. For the College of Engineering, he is the Outreach and Student Affairs Coordinator responsible for scholarship and promotional activities. Since 2023, he has been the Principal of the Bright Future Engineering Talent Hub at CityU with the vision to grow the impact of engineering in Hong Kong and beyond through nurturing young talents and fostering new generations of engineers through the organization of STEM activities to secondary and primary school students.

Howard received the B.Eng. degree in Electrical Engineering from McGill University, Canada, in 1998, the M.Sc. degree and the Ph.D. degree in Electrical and Computer Engineering from Carnegie Mellon University in 1999 and 2003 respectively. He served as the External Examiner for the Bachelor of Science (Honours) in Multimedia Technology and Innovation for Technological and Higher Education Institute of Hong Kong in 2014-2018, and the External Examiner for the Higher Diploma in Computing Studies for Caritas Institute of Higher Education in 2010-2019. Currently he is serving as an External Member of the Advisory Peer Group (APG) for the Computing Programmes at Hong Kong Metropolitan University since 2020, and an External Academic Advisor for the Associate of Science in Information Systems Development and Higher Diploma in Application Systems Development programmes of the Faculty of Science and Technology at UOW College Hong Kong.
