Stephen KM Lau, JP, Senior Adviser PWC Consulting Hong Kong specializing in corporate governance and operations in cybersecurity and data privacy , Distinguished Fellow and Past President of the Hong Kong Computer Society (HKCS), has over 40 years’ experience in information technology and banking industries in both the government and private sector where he held a number of senior management positions, including the first Privacy Commissioner for Personal Data for Hong Kong (1996-2001), Head of Operations and Technology for Citicorp Investment Bank Asia Pacific, President of North Asia for EDS the global IT outsourcing giant , and Department Head of the Hong Kong Government Data Processing Agency (the precursor to ITSD and OGCIO).
Active in community affairs, Mr Lau was President of HKCS from 2010-2013, Chairman of Asia Pacific Information and Communications Technology Alliance (APICTA) (2006-2009), and a Member of the Multistakeholder Advisory Committee for the UN’s Internet Governance Forum (2008-2013). He is currently Honorary Adviser to Cyberport and the HK Science and Technology Park.
In 1984, Mr Lau was awarded Member of the British Empire (MBE) for his outstanding service to the Hong Kong Government and the community in the area of information technology. In 1986, he was made a Distinguished Fellow of HKCS. In June 2001, he was made a Justice of the Peace (JP). In 2009, he was elected a Fellow of the Hong Kong Institution of Engineers. In November 2013 he was awarded the HKCS Life Time Achievement Award for his sustained contributions to the HK ICT community and the Asia Pacific ICT Alliance (APICTA).
A Former Chairman of the Departmental Advisory Committee of the Department of Information Studies at the City University of Hong Kong, Mr Lau has a bachelor’s degree from the University of Manchester and a master’s in computer science from London University. He also completed a senior executive program at Harvard Business School.

劉先生服務信息科技業和銀行業40多年，曾擔任政府部門及私營企業的重要職位，包括香港電子信息系統有限公司 (EDS)、International Computer Limited及萬國寶通 (Citicorp)，幷曾出任香港政府政府計算機數據處理處首長。劉先生于1996年至2001年獲委任爲香港首位個人資料私隱專員，負責推廣及執行《個人資料〈私隱〉條例》的規定。
劉先生近年致力于提供顧問及社會服務工作。他先後出任2010年至2013年度香港電腦學會會長、香港電子信息系統有限公司主席、惠普亞太區香港有限公司顧問、世界自然基金會香港分會行政總裁、2006年至2009年度亞太信息及通訊科技大獎 (APICTA) 主席及醫院管理局信息科技服務管治委員會成員。於2008年至2013，他更獲聯合國委任爲網絡管治論壇 (IGF) 的國際顧問。
劉先生於1984年獲頒MBE勛章，以表揚他對香港政府和社會在信息科技服務方面所做出的貢獻。他於1986年獲推選爲香港計算機學會院士。在2001年6月獲香港政府委任爲太平紳士。於2009年，他獲推選爲香港工程師學會院士。並於2013年11月，獲香港電腦學會頒發終身成就獎，以贊揚劉先生對資訊科技及通訊界作出了重大的貢獻。
劉先生現時擔任多個政府及專上學院的顧問委員會，也是香港城市大學兼任教授，同時爲信息系統學系諮詢委員會前任主席。劉先生擁有英國曼徹斯特大學學士學位及倫敦大學碩士學位，同時在哈佛商學院完成一項高級行政人員課程。
