Smart
Identity Card System (SMARTICS)

SMARTICS is a highly complex information system
adopting state-of-the-art technologies. It comprises
a number of sub-systems integrated seamlessly to
support the processing of application and personalisation
of the very secure smart identity cards. |

SMARTICS
employs automatic workflow engine, biometric
verification technology to provide one-stop
service for registration of smart identity
card. |
The processing of application is supported by Registration
of Persons sub-system. It employs advanced technologies
like workflow engine, biometric verification technology,
imaging management system, digital photo-taking
and cropping device to provide one-stop services
to applicants in a paperless environment. In general,
the application process can be completed within
15 to 30 minutes, which is a significant improvement
to the old identity card system.
The personalisation of smart identity card is done
by the fully automated laser-engraving machines
driven by the Card Personalisation and Management
sub-system. This sub-system also serves to ensure
loading of information onto the chip from various
sources in a most secure and privacy-positive manner.

Protected by sophisticated cryptography techniques,
data and information in the chip cannot be altered
or accessed by unauthorised parties. The Immigration
Department has built a Key Management Authority,
the first one outside the United Kingdom, to generate
advanced cryptographic keys. The chip and its operating
system have attained the highest standard, ITSEC
E6, by the Information Technology Security Evaluation
and Certification Scheme in Europe.

SMARTICS is internationally recognised for its success
and achievements. It also demonstrates Hong Kong's
ability to manage and implement large scale and
highly complex IT project within a short period
of time.

AMS/3 was launched in October 2000 by HKEx as part
of the core infrastructure to serve the securities
market in Hong Kong. |

AMS/3 is
a trading system with a wide range of functionalities
to satisfy the requirements of the investment community.
It supports concurrent operation of multiple markets,
use of different trading methods and large varieties
of financial instruments. The componentbased architecture
has allowed great flexibility to roll out new business
initiatives with a fast time to market.
AMS/3's open connectivity with broker systems has
enabled HKEx to develop a market infrastructure
to support integration and further automation of
broker operations. It also facilitates brokers'
introduction of innovative electronic channels for
direct order placement by investors.
These together have increased the efficiency of
the industry with lower
processing costs, faster execution time and larger
capacity to handle order flows.
The reliability record of AMS/3 is unparalleled.
Through a combination of robust system design and
highly disciplined operations, AMS/3 has been able
to achieve 100 per cent uptime since its launch
in late 2000. This is an outstanding achievement
other top exchanges in the world find difficult
to match.
