The innovative capability of any advanced economy depends increasingly on information and knowledge. Our ability in mastering information technology (IT) is vital to Hong Kong's transition to an innovation driven and knowledge based economy.

The Hong Kong Government has been championing the development and application of IT since the publication of our first Digital 21 Strategy in 1998. We have since put in place the proper infrastructure, environment, skills and culture to encourage the development and adoption of IT by the entire community. Our remarkable progress and achievement so far have received wide international recognition, reinforcing Hong Kong's position as a leading digital city in the globally connected world.

The theme of this year's Conference - "Local Excellence, Global Success" - ties in well with what we seek to achieve under our latest Digital 21 Strategy published in March 2004. As global competition becomes increasingly keen, our IT industry must constantly improve its quality in order to stand out from others. The Government has drawn up a series of initiatives to promote excellence in the local IT industry and build up its capability. To sustain the level of excellence attained by our industry, we will work closely with the relevant government agencies, trade associations and professional bodies to raise the profile and branding of the IT industry in the international arena, strengthen support for research and development in innovative applications and services, and enhance the skills of our workforce and the next generation.

I am sure the Conference will provide an excellent opportunity for the business leaders and professionals to share their experience in building up the innovative capability and enhancing the quality of our IT industry. I wish the Conference every success.

We have an advanced information infrastructure and a reliable regulatory environment to attract investment, both from overseas and mainland, in our technological development. Our mature and sophisticated IT-savvy population is so receptive to innovative products and services. The competitive market and technological edge, coupled with creativity and international outlook also give Hong Kong unparallel advantages in pioneering many innovative applications which constitute the driving force for wider IT adoption and revenue growth.

With the steady recovery of global economy and the gradual opening of China market, I am confident that all these factors will make Hong Kong become a living ICT lab for IT firms to develop and test new applications in different sectors, and enhance them gain a foothold in the global marketplace. The conference theme of HKICC2004 is particularly appropriate and aptly in describing the success of and the importance of our industry in the prosperity of Hong Kong.

IT is a strategic industry and a key enabler in the economic development of a country. The success of our economic future of Hong Kong largely hinges on how we capitalize our existing technological edge in high value-added economic activities. To meet the challenges of accelerating Hong Kong's transition to a knowledge-based economy, the Government of the Hong Kong Special Administrative Region is firmly committed to facilitating the innovative use of information, communications and technology (ICT). Effective adoption of ICT will not only improve efficiency and reduce operational costs but also help maintain Hong Kong's competitiveness in the highly globalized world economy. The accession of China into the World Trade Organization (WTO) and the implementation of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) offer further business opportunities for enterprises in Hong Kong. ICT is a pivotal tool and enabler to capitalize these opportunities.

The theme of the Conference this year, "Local Excellence, Global Success", reflects well the achievements we have made in the ICT industry of Hong Kong and abroad. The Government and the private sector have, over the years, built a number of successful and internationally renowned applications including the multiple application smart identity card, the Electronic Service Delivery Scheme and the Octopus card. In sharing our knowledge and experience in developing these applications with other countries, we have been able to turn our local excellence into global success.

This year, the Asia Pacific ICT Awards (APICTA), a regional awards programme, will be held with the Hong Kong International Computer Conference in Hong Kong concurrently. These two prominent events will bring together talents from different sectors, local and overseas, to share their successful experience in the innovative use of technology for reaping opportunities in the global market.

I hope that industry players from Hong Kong and around the world will find the Hong Kong International Computer Conference 2004 useful in helping them explore IT excellence in respective economies and to extend local excellence into global success. I wish the Conference every success.

I wish to extend a very warm welcome to all delegates attending the Hong Kong International Computer Conference 2004 (HKICC2004). This is always an eagerly anticipated event bringing together, as it does, IT leaders and innovators from around the world to exchange ideas and share exciting new discoveries.

The Hong Kong Computer Society is honoured to host HKICC2004, which this year is set against the backdrop of an improving global IT climate and China's exuberant growth where information technologies are unquestioningly helping to drive the nation's economy.

The theme for 2004, "Local Excellence, Global Success", is therefore highly appropriate in celebrating the key role IT enterprises play in promoting and developing IT not just within their own countries or even regionally, but around the world as well. IT successes quite literally have the power to change the way we conduct business and go about our daily lives.

Our conference is sure to be a wonderful opportunity for participants to build synergies, discuss trends, learn new practices and generally expand horizons. Under the able leadership of Dr. Jerry Yu and Dr. Tony Seeto, the organizing committee has put together an excellent programme designed to nurture future IT achievements. Information Technology is undoubtedly a mature industry and profession within our community. This is evidenced not only by the well oiled machinery that regularly and successfully produces the Hong Kong International Computer Conferences but also by the orderly handling of the recent Legislative Council Elections. The fact that the IT Functional Constituency election was contested and that the votes were evenly spread between the top two candidates shows that this was not a "small circle" election. The 4,571 registered electors come from many different sectors of the community; IT more than most professions can fairly claim to be representative of the community at large. The high turnout, 82%, demonstrates the responsibility and maturity of our profession and reflects very well upon it. Sin Chung Kai is to be congratulated on his decisive victory.

I have no doubt this Conference will be as successful as the election.

It gives me great pleasure to write this message in the auspicious occasion of the Hong Kong International Computer Conference 2004.

First of all, the Hong Kong Computer Society must be congratulated for another year's highly successful operation, making significant contributions to the IT profession and industry in the Hong Kong scene as well as in the region. The HKICC and the IT Excellence Award are just two of the many striking projects of the Society.

Likewise, the HKICC2004 Organizing Committee must be recognized for their hard work and foresight in putting together a Conference that has become a "must" IT event in Hong Kong for IT practitioners each year. I have no doubt, HKICC2004, under the veteran chairmanship of Dr. JT Yu, will be another renowned success.

I personally would very much look forward to participating and interacting in HKICC2004. I will certainly encourage my colleagues to take part in the Conference actively. I hope you would enjoy the Conference as much as I would.

I cast my mind back with some nostalgia to 1983 when I had an involvement, for the first time, with the organization of this annual event of the Hong Kong Computer Society. I am particularly pleased to see that the HKICC has, over the years, gained increasing recognition as one of the most important IT events in the region.

The Conference has played an important role in promoting the use of IT in Hong Kong. Under the theme of "Local Excellence, Global Success", this year's Conference has brought together local and international experts to present the latest developments in a wide range of IT solutions.

As an industry support organization, the Hong Kong Productivity Council (HKPC) has always responded to the needs of industry with new initiatives. Under a recent business partnership programme, HKPC collaborated with the business sectors in identifying the IT needs of local enterprises and recommended appropriate solutions to end-users.

The HKICC is indeed a timely event to introduce the latest ICTs vital to enhance the IT capabilities of Hong Kong companies. I wish the Conference every success.

My warm congratulations yet again to the 27th HKICC organized by the HKCS and to the Orgainizing Committee chaired by Dr. Jerry Yu.

The theme "Local Excellence, Global Success" will focus on the environment, strategy, execution and culture of leveraging global, local and regional IT excellence for global, local and regional social, economic and business success.

In the past year, we have witnessed the beginning of a global, regional and local economic recovery spearheaded by the IT and Technology sector which is the least affected by the upward pricing fluctuations of the energy and oil sector. The resilience of the IT and Technology Sector itself has meanwhile improved as a result of both applying much more stringent levers of business and financial control and increasing the effectiveness of IT applications by refocusing on the openness and practicality of man-machine interfaces.

Let us continue to share the intellectual enlightening and warm fellowship which this important annual IT event has been offering us by our active participation in yet another successful HKICC.

The conference theme, "Local Excellence, Global Success", chosen for the HKICC2004 is most appropriate. It echoes and amplifies the theme message, "IT - Impetus to Economic Prosperity" adopted for the 2003 Conference. Last year, in my message to the HKICC2003 Conference, I said:

"I remain confident that IT will continue as an important industry sector in the economic future of Hong Kong. Our integration into the larger economic sphere of the Pearl River Delta will inevitably lead to a more diversified industry base and a more rational re-distribution of industry resources. By leveraging on the combined strength of the region and consequently the ability to access a large market, I am confident that the Hong Kong IT industry will transform and will grow into prosperity with the recovery of our economy".

This optimism has been answered. 2004 is an important year for Hong Kong. The implementation of CEPA and the accelerated economic integration of Hong Kong into the Pearl River Delta have presented many opportunities to all of us in the IT industry. The combined IT industrial resources of the region give us the ability to access markets which are not previously available to us. Global Success built on our Local Excellence is now a reachable goal supported by the integrated strength of the region.

This year marks an important turning point of the IT industry. We will emerge from a mostly internal-demand driven, inward-looking industry as it was in the past into one eyeing at the global markets with outward-looking vision and perspective. Our total devotion to quality and our continued quest for excellence are steering this timely metamorphosis of the Hong Kong IT industry.

I extend my congratulation to the Hong Kong Computer Society for organizing another successful conference. The chosen theme message is highly relevant to the current developmental stage of the IT industry in Hong Kong.

We are now in a world that operates more efficiently due to advancements in database and communications technology, automation of operational processes as well as synchronization of technology standards. Our quality of life has improved as we are offered more convenient, reliable and value-added services with better cost performance. More importantly, the development of information technology has become an important incubator for revolutionary ideas and entrepreneurship, which are key elements to the perpetual growth of our economies.

The further advancement in information technology must be supported by the right environment and led by the relevant industry professionals. Through the implementation of the Digital 21 Strategy, the Government has played a key role in establishing an environment to promote innovations and application of technology. On the industry front, I must applaud the Hong Kong Computer Society for demonstrating industry leadership since its founding in 1970. This year is no exception. The Organizing Committee of HKICC2004 has once again brought together many distinguished local and foreign IT experts in this year's conference.

I sincerely wish the HKICC2004 every success. I look forward to exchanging experiences, views and ideas with all participants of the conference.

For many years, the Hong Kong International Computer Conference (HKICC) has been acknowledged as the premier annual event of Hong Kong's IT industry. The renown of the conference stems from the breadth of interests that it so successfully embraces.

The digital revolution has penetrated all corners of our lives. This important annual gathering echoes the phenomenon, for it unites business people, academics, government officials and information technology professionals in a stimulating forum where agendas can be shared, needs explored, and workable solutions proposed.

This year's conference calls on us in Hong Kong to face up squarely to the international reach and dimensions of our profession and to give fresh substance to the slogan "Local Excellence, Global Success". The mixture of entrepreneurship and sound investment, scholarship and applied knowledge, hard work and fortunate timing that helped propel Hong Kong so firmly into the digital age no doubt remains a useful recipe for success. If that success is to echo around the world, however, we need to be even more alert to future trends and innovations, deploying scarce resources wisely along clear policy lines.

Given the challenge of the conference programme and the quality of the participants, I am confident that all of us will reach the end of 2004 with a clearer vision of how Hong Kong can further contribute to and benefit from the march of globalization.

On behalf of the Organizing and Programme Committees, I would like to welcome all the delegates and speakers to the 27th Hong Kong International Computer Conference (HKICC). This year, our Conference is held concurrently with the Asia Pacific Information and Communications Technology Award (APICTA), and I would also like to welcome the delegates who are here for APICTA.

In the twenty seven years of HKICC, the impact of IT on society has been transformational. In every aspect of human endeavor, from business to leisure, from logistics to communications, from education to health care, all have been profoundly affected by the advances in information technology made during this period.

Here, in the Asian Pacific region, we have made phenomenal progress in the adoption and development of IT. In recognition of our achievements, the theme "Local Excellence, Global Success" has been chosen for our Conference to showcase some of the significant and innovative applications that have been developed here in Hong Kong and the region. By sharing the experience from these success stories, it is hoped that this will help further spur the adoption of the technology for the benefit of our society.

Besides reviewing past successes, the Conference has also invited a number of industry leaders to share their views and visions on technical and managerial issues of particular relevance to the growth of our region. HKICC will provide the opportunity for participants to meet and share ideas with fellow practitioners; such networking activities are invaluable for us to keep up with developments in our fast changing environment.

I would like to express my appreciation and gratitude to the members of the Organizing Committee and the Programme Committee as well as the staff members of the Hong Kong Computer Society for their dedication and hard work.
