Message from Mr Sunny W K Lee, President, HKCS

As IT professionals, we inevitably experience that hiring Information Technology (IT) personnel is often a hit or miss affair, a process of trial and error. When we get it right, we congratulate our judgment. But if we get it wrong, then we perhaps blame ourselves for missing the target. It shouldn't be like this. What we need is a certification framework that defines and standardises IT skills and qualifications across the board - a roadmap for career development that not only benefits the individual but also enables effective resource allocation from a business perspective and works to the maximum advantage of the economy as a whole.

As IT has become an increasingly critical component for business success and quality of life, there is a growing need for IT professional certification and accreditation to identify various levels of IT professional competency. We can no longer put off the time to act. We are absolutely delighted that with support from Office of the Chief Information Officer (OGCIO), HKCS is now able to take the crucial first steps towards our long-held objective to plan and execute a scheme leading to IT Professional Certification and an IT Manpower Roster.

This is a particularly opportune moment to launch this initiative. The ITPCRS project has commenced in November 2005. IT representatives from different expertise areas have participated in various project teams. We have the Project Steering Committee, the Advisory Committee and the Consultation Groups set up. Mutual recognition between similar IT professional certification systems for the Mainland and Hong Kong is a natural corollary that can only be to the benefit of all in long term. We are keen to ensure this mutual recognition is seen as an integral part of the certification process.

On behalf of HKCS, as well as the IT community in general, I would like to express my heartfelt appreciation to OGCIO for sponsoring this project. We must now live up to our dreams and walk the walk, not just talk the talk. The Advisory Committee welcomes all ideas and opinions and I hope we shall hear from many different stakeholders in the coming months. With your participation and the government's partnership, I am confident that over the next 18 months, we can carve out a pilot scheme for project managers, systems architects and quality assurance managers that will herald the dawn of a new and exciting era for IT professionals within Hong Kong.
